* create new CoreCannotSaveException
* throw this exception in DBInsertNoReload/DBUpdate if CheckToWrite fails
* console : change UI.php code to catch this exception instead of calling CheckToWrite itself (was called twice :(( )
* portal : specific catch for the new exception
* portal : get and displays session messages
