Molkobain 6f659a3431 Improve dataTables integration within the app:

- Manage lib through NPM
- Move portal / Bootstrap files back to the itop-portal-base module (not managed through NPM yet)
- Fix SCSS classes for the backoffice as it was based on the bootstrap CSS classes which are not there anymore

Note: jQuery is included as a dependency, will check with the team if we can force it not to be retrieved

HTML formatting: TWO fixes in one! Fixed a bug introduced in 2.3.0-beta: the stylesheet cannot be defined within the email templates (aka ActionEmail) anymore. Instead, a default (ready for use) stylesheet is provided into /css/email.css and it can be overriden by the configuration parameter email_css. The fix consists in transforming the stylesheet into inline style... which fixes a limitation of gmail and Outlook that support only the inline styles. The implementation relies on a new library: emogrifier. This library has been changed (home-made utility) to be compatible with PHP 5.3 (declaration of arrays).

In order to better separate our developments from the embedded third-party libs, files should be moved in either the /backoffice, /lib or something new folders.

IMPORTANT: Before moving a file, we should first consider if:

The file is used in an iTop extension that should be compatible with the iTop version currently under developments
The file is still used in iTop itself (or if we can consider removing it for clean up)
